Madame:

 

     Your Committee on Labor, to which was referred S.B. No. 3332, S.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO STATE-FUNDED TRAVEL,"

 

begs leave to report as follows:

 

     The purpose of this measure is to:

 

     (1)  Establish a two-year state-funded travel moratorium for certain state agencies; and

 

     (2)  Require each state agency to submit a report to the Senate Committee on Ways and Means and House Committee on Finance regarding travel taken.

 

     Your Committee received testimony in opposition to this measure from the Department of Commerce and Consumer Affairs and University of Hawaii Professional Assembly.  Your Committee received comments on this measure from the Department of Land and Natural Resources; Department of Education; State Procurement Office; and Hawaiʻi State Public Library System.

 

     Your Committee finds that the State is facing fiscal uncertainty and increasing pressure on limited public resources, requiring careful management of operational expenditures.  Your Committee further finds that statefunded travel, while sometimes necessary for workforce development and recruitment, should be limited during severe fiscal periods to ensure that public funds are used efficiently and only for essential purposes.  This measure establishes a temporary moratorium on discretionary statefunded travel; however, your Committee recognizes that a blanket moratorium may not be the best way to address fiscal concerns while ensuring that critical labor, training, compliance, and public safety needs continue to be met.

 

     Accordingly, your Committee has amended this measure by:

 

     (1)  Deleting language that would have established a state‑funded travel moratorium for certain state agencies;

 

     (2)  Amending the contents of the travel reports being submitted to certain committees of the Legislature;

 

     (3)  Changing the effective date to July 1, 3000, to encourage further discussion; and

 

     (4)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Labor that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 3332, S.D. 1, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 3332, S.D. 1, H.D. 1, and be referred to your Committee on Finance.
