Your Committee on Ways and Means, to which was referred S.B. No. 3320, S.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO THE FOOD AND PRODUCT INNOVATION NETWORK,"
begs leave to report as follows:
The purpose and intent of this measure is to strengthen the Food Product Innovation Network by refining governance, performance accountability, regulatory integration, branding, export, facilitation, and international engagement to align with existing law and the State's food security and economic growth objectives.
Your Committee received written comments in support of this measure from the Department of Health; Agribusiness Development Corporation; Department of Business, Economic Development, and Tourism; Hawaii Community Development Authority; Chamber of Commerce Hawaii; Hawaii Farm Bureau; Hawaii Farmer's Union; Agriculture Stewardship Hawaii; Hawaii Food + Policy - Purple Mai`a Foundation; and two individuals.
Your Committee received written comments on this measure from the University of Hawaii.
Your Committee finds that Act 237, Session Laws of Hawaii 2025, established the statewide Food And Product Innovation Network within the Agribusiness Development Corporation to advance value-added manufacturing, exports, and food security. Your Committee further finds that other jurisdictions offer successful models for food innovation networks. Accordingly, your Committee finds that this measure will help the State adopt best practices that ensure the best possible implementation of the Hawaii Food and Product Innovation Network.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 3320, S.D. 1, and recommends that it pass Third Reading.
