Sir:

 

     Your Committees on Economic Development and Tourism and Agriculture and Environment, to which was referred S.B. No. 3320 entitled:

 

"A BILL FOR AN ACT RELATING TO THE FOOD AND PRODUCT INNOVATION NETWORK,"

 

beg leave to report as follows:

 

     The purpose and intent of this measure is to:

 

     (1)  Require the Food and Product Innovation Network to integrate a coordinated food safety and regulatory framework;

 

     (2)  Require the Agribusiness Development Corporation to establish performance indicators for the Food and Product Innovation Network, develop a market access strategy, align and harmonize state branding initiatives, and report certain data to the Legislature; and

 

     (3)  Require the Department of Business, Economic Development, and Tourism to evaluate or adapt enterprise zone initiatives in all counties.

 

     Your Committees received testimony in support of this measure from the Department of Business, Economic Development, and Tourism; Department of Health; Agribusiness Development Corporation; Hawaiʻi Farm Bureau; Hawaiʻi Farmers Union United; Hawaiʻi Food+ Policy; Community Advocacy Research Education Services; and two individuals.

 

     Your Committees received comments on this measure from the University of Hawaiʻi System and Hawaiʻi Community Development Authority.

 

     Your Committees find that despite diversification efforts, the State's economy remains highly concentrated and vulnerable to external shocks.  To achieve long-term economic diversification and resilience, a structural shift toward value-added manufacturing, export-oriented growth, workforce alignment, and regional production hubs that reduce import dependence and increase economic resilience is necessary.  This measure strengthens and expands the Food and Product Innovation Network, thereby increasing access to local, safe, and nutritious foods, and supporting statewide economic and public health goals.

 

     Your Committees have amended this measure by:

 

     (1)  Inserting an effective date of July 1, 2050, to encourage further discussion; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity and consistency.

 

     As affirmed by the records of votes of the members of your Committees on Economic Development and Tourism and Agriculture and Environment that are attached to this report, your Committees are in accord with the intent and purpose of S.B. No. 3320, as amended herein, and recommend that it pass Second Reading in the form attached hereto as S.B. No. 3320, S.D. 1, and be referred to your Committee on Ways and Means.
