Your Committee on Ways and Means, to which was referred S.B. No. 3286, S.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO THE UNIVERSITY OF HAWAII,"
begs leave to report as follows:
The purpose and intent of this measure is to coordinate facilities planning across the ten campuses of the University of Hawaii.
Specifically, this measure requires the University of Hawaii to develop and maintain a comprehensive, systemwide facilities and student housing master plan.
Your Committee received written comments in support of this measure from the University of Hawaii.
Your Committee finds that demographic and economic changes are reshaping enrollment patterns at the University of Hawaii and placing new and uneven demands on instructional spaces, laboratories, clinical training facilities, research infrastructure, and student housing. Your Committee further finds that, while the University of Hawaii has engaged in facilities planning at the campus level, there is value in establishing a coordinated, systemwide approach that aligns facilities and student housing planning with enrollment projections, workforce priorities, and capital planning processes.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 3286, S.D. 1, and recommends that it pass Third Reading.
