Sir:
Your Committee on Education, to which was referred S.B. No. 3286 entitled:
"A BILL FOR AN ACT RELATING TO THE UNIVERSITY OF HAWAII,"
begs leave to report as follows:
The purpose and intent of this measure is to:
(1) Require the University of Hawaii to develop a facilities and student housing master plan; and
(2) Require reports to the Legislature.
Your Committee received testimony in support of this measure from the University of Hawaiʻi System.
Your Committee finds that shifting demographic, enrollment, and labor market trends are placing increasing pressure on the University of Hawaii's educational and residential facilities. To accommodate these ongoing transitions, the University of Hawaii requires a coordinated systemwide approach that aligns facilities and student housing planning with enrollment projects, workforce priorities, and capital planning processes. This measure supports sustainable management of the University's infrastructural resources to maximize benefits to students and the efficient expenditure of public funds.
Your Committee has amended this measure by:
(1) Inserting an effective date of July 31, 2050, to encourage further discussion; and
(2) Making technical, nonsubstantive amendments for the purposes of clarity and consistency.
As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 3286, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 3286, S.D. 1, and be referred to your Committee on Ways and Means.
