Your Committee on Ways and Means, to which was referred S.B. No. 3264, S.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND STAFF SALARIES,"
begs leave to report as follows:
The purpose and intent of this measure is to authorize the Hawaii Employer-Union Health Benefits Trust Fund Board of Trustees to set the salary of the Assistant Administrator of the Hawaii Employer-Union Health Benefits Trust Fund.
Your Committee received written comments in support of this measure from the Hawaii Employer-Union Health Benefits Trust Fund Board of Trustees, University of Hawaii Professional Assembly, Hawaii State Teachers Association, and one individual.
Your Committee finds that current pay adjustments for the Assistant Administrator generally mirror those applicable to Bargaining Unit 13 members. This measure would grant the Board more direct oversight of the position, enhance accountability, and support the recruitment and retention of a highly qualified individual through a competitive salary.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 3264, S.D. 1, and recommends that it pass Third Reading.
