Sir:

Your Committee on Ways and Means, to which was referred S.B. No. 3246, S.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO HOSPITAL DISCHARGE DATA,"

begs leave to report as follows:

The purpose and intent of this measure is to facilitate the collection of hospital discharge data.

Specifically, the measure:

(1) Requires the State Health Planning and Development Agency to convene a Hospital Discharge Data Working Group to develop the nature, scope, and procedures for the submission of hospital discharge data;

(2) Requires hospitals and other health care facilities to submit to the State Health Planning and Development Agency data reports pursuant to the procedures established by the Working Group; and

(3) Appropriates moneys to the Department of Health for purposes of the measure.

Your Committee received written comments in support of this measure from the State Health Planning and Development Agency and Intellimed.

Your Committee received written comments on this measure from the Office of Information Practices and Healthcare Association of Hawaii.

Your Committee finds that improving the submission of hospital discharge data, as proposed by this measure, can help the State establish appropriate health care policies, facilitate the provision of health care, and enhance coordination and decision making.

Your Committee has amended this measure by changing the appropriation from $200,000 to an unspecified amount to facilitate further discussion on the measure.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 3246, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 3246, S.D. 2.
