Madame:
Your Committee on Health, to which was referred S.B. No. 3246, S.D. 2, entitled:
"A BILL FOR AN ACT RELATING TO HOSPITAL DISCHARGE DATA,"
begs leave to report as follows:
The purpose of this measure is to:
(1) Establish a statewide system for the collection, audit, and public release of de-identified hospital discharge data; and
(2) Require the State Health Planning and Development Agency to convene a working group to establish hospital discharge data procedures.
Your Committee finds that health care data can be a valuable tool to create and implement evidence-based health care policies that can improve coordination and decision-making across all participants in the health care landscape. Your Committee believes that increasing access to de-identified hospital discharge data will enable the State to better understand and respond to changing health care utilization trends.
Your Committee has amended this measure by:
(1) Changing the effective date to July 1, 3000, to encourage further discussion; and
(2) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.
Your Committee respectfully requests your Committee on Finance, should it deliberate on this measure, to consider an appropriation amount of $200,000.
As affirmed by the record of votes of the members of your Committee on Health that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 3246, S.D. 2, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 3246, S.D. 2, H.D. 1, and be referred to your Committee on Consumer Protection & Commerce.
