Your Committee on Transportation, to which was referred S.B. No. 3234 entitled:

"A BILL FOR AN ACT RELATING TO TRAFFIC SAFETY,"

begs leave to report as follows:

The purpose and intent of this measure is to appropriate funds to the Department of Transportation to install all-way crosswalks at sites abutting school properties.

Your Committee received testimony in support of this measure from the Department of Transportation, Department of Education, Hawaiʻi Bicycling League, Hawaiʻi Public Health Institute, Oahu Metropolitan Planning Organization, and three individuals.

Your Committee finds that children are the State's most vulnerable road users. Adequate infrastructure is needed to protect students as they navigate to and from educational facilities. All-way crosswalks will benefit pedestrians by offering increased visibility and clearer right-of-way. This measure will contribute to safer and more walkable neighborhoods around the State's schools.

Your Committee has amended this measure by specifying that the funds appropriated to install all-way crosswalks at sites abutting school properties shall be appropriated out of the Safe Routes to School Program Special Fund rather than the general fund.

As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 3234, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 3234, S.D. 1, and be referred to your Committee on Ways and Means.
