Your Committee on Finance, to which was referred S.B. No. 3233, S.D. 1, H.D. 2, entitled:

"A BILL FOR AN ACT RELATING TO AGRICULTURAL WORKFORCE HOUSING,"

begs leave to report as follows:

The purpose of this measure is to require:

(1) State agencies that administer agricultural leases, licenses, development programs, or procurement involving agricultural products to award points or preferences to agricultural projects incorporating agricultural workforce housing; and

(2) The Department of Agriculture and Biosecurity to submit a report to the Legislature regarding the incentive scoring.

Your Committee received testimony in support of this measure from the Office of Planning and Sustainable Development; Hawaiʻi Island Chamber of Commerce; Chamber of Commerce Hawaii; Maui Chamber of Commerce; Hawaiʻi Farm Bureau; Hawaiʻi Food+ Policy; Agriculture Stewardship Hawaiʻi; Hawaiʻi Farmers Union; and two individuals. Your Committee received comments on this measure from the Department of Agriculture and Biosecurity.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 3233, S.D. 1, H.D. 2, and recommends that it pass Third Reading.
