Your Committees on Transportation and Labor and Technology, to which was referred S.B. No. 3215 entitled:
"A BILL FOR AN ACT RELATING TO HARBOR SAFETY,"
beg leave to report as follows:
The purpose and intent of this measure is to repeal the sunset provisions of part III of chapter 266, Hawaii Revised Statutes, thereby making permanent the requirement that the Department of Transportation ensure that the securing of mooring lines from vessels to commercial docks, wharves, piers, quays, and landings be performed by labor subject to collective bargaining.
Your Committees did not receive any testimony on this measure.
Your Committees find that Act 236, Session Laws of Hawaii 2024 (Act 236), required the securing of mooring lines from vessels to commercial docks, wharves, piers, quays, and landings to be performed by labor subject to collective bargaining, ensuring that skilled local workers handled harbor operations to promote safety and maintain the integrity of the State's supply chain. However, the requirements established by Act 236 are subject to a sunset provision and will be repealed on July 1, 2028. This measure will repeal the sunset provision to ensure the continued physical integrity of the State's commercial harbor system and continuous flow of critical food supplies.
As affirmed by the records of votes of the members of your Committees on Transportation and Labor and Technology that are attached to this report, your Committees are in accord with the intent and purpose of S.B. No. 3215 and recommend that it pass Second Reading and be referred to your Committee on Ways and Means.
