Madame:

 

     Your Committee on Labor, to which was referred S.B. No. 3215, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO HARBOR SAFETY,"

 

begs leave to report as follows:

 

     The purpose of this measure is to make permanent the requirements that the Department of Transportation ensure that the securing of mooring lines from vessels to commercial docks, wharves, piers, quays, and landings be performed by labor subject to collective bargaining.  

 

     Your Committee received testimony in opposition to this measure from the Activities & Attractions Association of Hawaii, Inc.

 

     Your Committee finds that Act 236, Session Laws of Hawaii 2024, was enacted to enhance harbor safety and protect the physical integrity of the State's commercial harbor system by establishing requirements for mooring operations.  Your Committee further finds that these requirements are currently subject to a sunset provision, creating uncertainty for harbor operations, labor practices, and long-term planning related to commercial docking activities.  Your Committee believes that making these requirements permanent promotes operational certainty and strengthens harbor security by ensuring consistent and reliable mooring practices at commercial harbors throughout the State.

 

     As affirmed by the record of votes of the members of your Committee on Labor that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 3215, H.D. 1, and recommends that it be referred to your Committee on Finance.
