     Your Committee on Finance, to which was referred S.B. No. 3199, S.D. 1, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO MENTAL HEALTH,"

 

begs leave to report as follows:

 

     The purpose of this measure is to establish the Mental Health Emerging Therapies Task Force within the University of Hawaii at Manoa John A. Burns School of Medicine to prepare the State for the integration of breakthrough therapies, expansion of pathways for clinical trials and clinical research, and development of policy recommendations for safe, ethical, and culturally informed implementation of emerging therapies.

 

     Your Committee received testimony in support of this measure from the Department of Health; State Health Planning and Development Agency; State Council on Mental Health; Office of Wellness and Resilience; Disability and Communication Access Board; Hawaii Radiant Health; Veteran Mental Health Leadership Coalition; Reason for Hope; Hawaiʻi Association of Professional Nurses; Amphora Clinic; Clarity Project; Etheridge Foundation; Veterans Exploring Treatment Solutions; and numerous individuals.  Your Committee received testimony in opposition to this measure from the Hawaii Psychiatric Medical Association and one individual.  Your Committee received comments on this measure from the Department of the Attorney General.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 3199, S.D. 1, H.D. 1, and recommends that it pass Third Reading.
