Sir:
Your Committee on Ways and Means, to which was referred S.B. No. 3187, S.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO OFF-SITE CONSTRUCTION,"
begs leave to report as follows:
The purpose and intent of this measure is to implement the recommendations of the Simplifying Permitting for Enhanced Economic Development (SPEED) Task Force for improving the State's permitting processes.
Specifically, this measure:
(1) Establishes an Off-Site Construction Working Group within the State Building Code Council to develop proposals for an off-site construction program;
(2) Appropriates moneys for the Working Group; and
(3) Requires the Working Group to submit a report to the Legislature before the convening of the Regular Session of 2027.
Your Committee received written comments in support of this measure from the Department of Hawaiian Home Lands, Office of Planning and Sustainable Development, and Plumbers and Fitters United Association Local 675.
Your Committee received written comments in opposition to this measure from one individual.
Your Committee finds that the State would benefit from an off-site construction program. Assembling buildings away from the final construction site, including through modular and prefabricated construction methods, can reduce construction costs for contractors, and permitting burdens for the counties. These savings can then be passed to homebuyers, supporting the State's efforts to increase access to affordable housing.
Your Committee has amended this measure by requiring that the chair of the working group invite an unspecified number of representatives from labor organizations to serve on the working group, and that at least two of those representatives be from construction labor organizations representing licensed plumbers and electricians.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 3187, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 3187, S.D. 2.
