Your Committee on Transportation, to which was referred S.B. No. 3157 entitled:
"A BILL FOR AN ACT RELATING TO TRANSPORTATION,"
begs leave to report as follows:
The purpose and intent of this measure is to require unencumbered and unexpended revenues from the Automated Speed Enforcement Systems Program Special Fund in excess of $12 million as of June 30 of each year to lapse to the general fund.
Your Committee received testimony in support of this measure from the Department of Transportation.
Your Committee finds that restrictions on the Automated Speed Enforcement Systems Program Special Fund prevents optimal use of excess moneys in the fund. Specifically, the county-specific expenditure restrictions prevent the Department of Transportation from effectively addressing operational needs, equipment upgrades, and responding to emerging traffic demands. Your Committee further finds that authorizing the redirection of surplus funds from the Automated Speed Enforcement Systems Program Special Fund to the general fund will allow for the continued operation of the Automated Speed Systems Program while advancing state priorities. This measure will support the longevity and efficiency of the Automated Speed Enforcement Systems Program Special Fund and leverage resources for broader public benefit.
As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 3157 and recommends that it pass Second Reading and be referred to your Committee on Ways and Means.
