Madame:
Your Committee on Transportation, to which was referred S.B. No. 3157 entitled:
"A BILL FOR AN ACT RELATING TO TRANSPORTATION,"
begs leave to report as follows:
The purpose of this measure is to:
(1) Remove county-specific expenditure restrictions for funds in the Automated Speed Enforcement Systems Program Special Fund; and
(2) Require unencumbered and unexpended revenues
from the Automated Speed Enforcement Systems Program Special Fund in excess of
$12,000,000 as of June 30 of each year to lapse to the general fund.
Your Committee received testimony in support of this measure from the Department of Transportation.
Your Committee finds that the Automated
Speed Enforcement Systems Program is an important component of the State's
efforts to enhance roadway safety and discourage excessive speeding on Hawaii's
highways and roadways. Establishing
clear financial guidelines and providing administrative flexibility will help
ensure that the program can be managed effectively over the long term. This measure allows the Department of
Transportation to direct program resources where they are most needed and
improve the overall administration of the State's automated speed enforcement
efforts.
Your Committee has amended this measure by:
(1) Authorizing the Department of Transportation to assess the procurement of the operator of the Automated Speed Enforcement Systems Program;
(2) Requiring the Department of Transportation to reissue procurement for the Automated Speed Enforcement Systems Program every five years;
(3) Increasing the threshold for unencumbered and unexpended revenues in the Automated Speed Enforcement Systems Program Special Fund that lapse to the general fund from $12,000,000 to $25,000,000;
(4) Changing the effective date to July 1, 3000, to encourage further discussion; and
(5) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.
As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 3157, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 3157, H.D. 1, and be referred to your Committee on Finance.
