Sir:

 

     Your Committee on Transportation, to which was referred S.B. No. 3156 entitled:

 

"A BILL FOR AN ACT RELATING TO FEDERAL MILITARY INSTALLATIONS,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to:

 

     (1)  Authorize the Department of Transportation to enter into agreements with the United States Department of Defense for the provision of services at federal military installations, provided that only federal funds are used and title 23 United States Code federal high funds are excluded; and

 

     (2)  Authorize charging an administrative fee.

 

     Your Committee received testimony in support of this measure from the Department of Transportation; Department of Business, Economic Development, and Tourism; Hawaiʻi Emergency Management Agency; and Hawaii Military Affairs Council.

 

     Your Committee finds that federal military facilities in the State may serve as critical lifelines to protect the public's health, safety, and welfare should a natural disaster occur in the State because these facilities regularly provide essential support to disaster response and recovery efforts, including logistics, transportation, communication, and emergency shelter.  However, certain military facilities across the State are in disrepair and require infrastructure improvements to ensure that the facilities may continue to provide essential support and services.  This measure will allow the Department of Transportation to enter into agreements with the Department of Defense to ensure that military facilities function optimally for the benefit of the public.

 

     Your Committee has amended this measure by making technical, nonsubstantive amendments for the purposes of clarity and consistency.

 

     As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 3156, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 3156, S.D. 1, and be referred to your Committees on Judiciary and Ways and Means.
