Madame:

 

     Your Committee on Transportation, to which was referred S.B. No. 3156, S.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO FEDERAL MILITARY INSTALLATIONS,"

 

begs leave to report as follows:

 

     The purpose of this measure is to authorize the Department of Transportation to enter into agreements with the United States Department of Defense to assist with the provision of services, including construction, maintenance, improvement, relocation, or extension service, for federal military installations, under certain conditions.

 

     Your Committee received testimony in support of this measure from the Department of Transportation; Military and Community Relations Office of the Department of Business, Economic Development, and Tourism; Hawaiʻi Emergency Management Agency; Hawaii Military Affairs Council; and one individual.

 

     Your Committee finds that federal military installations in Hawaii play an important role in protecting public health, safety, and welfare, particularly during natural disasters and other emergencies when airfields, harbors, highways, and related facilities may be used to support logistics, transportation, communications, and sheltering needs.  Some federal military facilities require timely construction, maintenance, repair, and improvement work that the federal government may be unable to procure quickly, while the State is positioned to provide limited assistance in support of this critical infrastructure.  By authorizing the Department of Transportation to enter into agreements with the United States Department of Defense to provide certain services for federal military installations, this measure will strengthen coordination between the State and federal government and enhance emergency preparedness and resilience.

 

     Your Committee has amended this measure by:

 

     (1)  Changing the effective date to July 1, 3000, to encourage further discussion; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 3156, S.D. 1, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 3156, S.D. 1, H.D. 1, and be referred to your Committee on Public Safety.
