Your Committee on Finance, to which was referred S.B. No. 3152, S.D. 2, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO COMMERCIAL PORT ADMINISTRATION,"

begs leave to report as follows:

The purpose of this measure is to:

(1) Rename the Harbors Division of the Department of Transportation to the Commercial Ports Division; and

(2) Distinguish between the terms "harbor" and "commercial port" throughout the Hawaii Revised Statutes.

Your Committee received testimony in support of this measure from the Department of Transportation; Hawaiʻi Emergency Management Agency; Hawaiʻi Harbors Users Group; The Maritime Group; and Young Brothers, LLC. Your Committee received comments on this measure from the Department of Land and Natural Resources.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 3152, S.D. 2, H.D. 1, and recommends that it pass Third Reading.
