Your Committee on Ways and Means, to which was referred S.B. No. 3140 entitled:

"A BILL FOR AN ACT RELATING TO THE STATE FIRE COUNCIL,"

begs leave to report as follows:

The purpose and intent of this measure is to assign fiscal responsibility for the State Fire Council, including responsibility for budgeting and administrative staffing, to the Department of Law Enforcement, rather than the Department of Labor and Industrial Relations.

Your Committee received written comments in support of this measure from the Department of Labor and Industrial Relations and Office of the State Fire Marshal.

Your Committee finds that this measure will align fiscal responsibility for the State Fire Council with the intent of Act 302, Session Laws of Hawaii 2025, which transferred the State Fire Council and State Fire Marshal to the Department of Law Enforcement for administrative purposes.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 3140 and recommends that it pass Third Reading.
