Sir:

 

     Your Committee on Health and Human Services, to which was referred S.B. No. 3136 entitled:

 

"A BILL FOR AN ACT RELATING TO LEAD MATERIALS IN WATER INFRASTRUCTURE,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to amend prohibitions on the use of lead materials in drinking water distribution to align with the Safe Drinking Water Act and related Code of Federal Regulations.

 

     Your Committee received testimony in support of this measure from the Department of Health; State Health Planning and Development Agency; and one individual.

 

     Your Committee finds that the presence of lead in drinking water has serious negative effects on human health.  Your Committee further finds that, while the State already regulates lead use, the corresponding federal regulations are more restrictive.  This measure will decrease lead exposure in the State by aligning the state lead use regulations with their more stringent federal counterparts.

 

     As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 3136 and recommends that it pass Second Reading and be referred to your Committee on Ways and Means.
