Madame:

 

     Your Committee on Judiciary & Hawaiian Affairs, to which was referred S.B. No. 3136 entitled:

 

"A BILL FOR AN ACT RELATING TO LEAD MATERIALS IN WATER INFRASTRUCTURE,"

 

begs leave to report as follows:

 

     The purpose of this measure is to strengthen restrictions on lead use in drinking water by aligning state law with more restrictive federal lead use prohibitions as adopted in title 40 Code of Federal Regulations sections 143.12 and 143.13.

 

     Your Committee received testimony in support of this measure from the Department of Health; State Health Planning and Development Agency; Plumbers and Fitters UA Local 675; and one individual.

 

     Your Committee finds that the presence of lead in drinking water poses significant risks to public health.  Your Committee further finds that state law restricting lead use in drinking water must remain no less stringent than federal standards to maintain effective regulation of public water systems.  This measure updates existing state law to align with federal lead use prohibitions under the Safe Drinking Water Act, thereby strengthening public health protections.

 

     Your Committee has amended this measure by:

 

     (1)  Changing the effective date to July 1, 3000, to encourage further discussion; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Judiciary & Hawaiian Affairs that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 3136, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 3136, H.D. 1.
