Sir:

 

     Your Committee on Health and Human Services, to which was referred S.B. No. 3134 entitled:

 

"A BILL FOR AN ACT RELATING TO EMERGENCY MEDICAL SYSTEMS OF CARE,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to modernize the State's emergency medical services statutes to align with current best practices.

 

     Your Committee received testimony in support of this measure from the Department of Health, State Health Planning and Development Agency, Department of Defense, Hawaiʻi Emergency Management Agency, Emergency Medical Services and Injury Prevention System Branch of the Department of Health, University of Hawaiʻi Community Colleges, and six individuals.

 

     Your Committee finds that the State's existing emergency medical services statutes do not reflect the complexities of modern time-sensitive, emergency medical systems of care.  Your Committee further finds that recent emergency events across the State have exposed significant gaps in coordination, integration, and resource deployment across emergency medical services, acute care facilities, and the trauma system.  By aligning with national best practices, this measure supports coordinated, evidence-based care for critical emergencies, standardized statewide protocols, and improved preparedness for disasters and mass-casualty incidents so residents on every island of the State can receive timely, effective emergency care.

 

     Your Committee has amended this measure by:

 

     (1)  Clarifying the membership of the Hawaii Emergency Medical Systems of Care Advisory Committee by replacing the Adjutant General with the Administrator of the Hawaii Emergency Management Agency; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity and consistency.

 

     As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 3134, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 3134, S.D. 1, and be referred to your Committee on Judiciary.
