Your Committees on Labor and Technology and Government Operations, to which was referred S.B. No. 3131 entitled:
"A BILL FOR AN ACT RELATING TO PERSONNEL,"
beg leave to report as follows:
The purpose and intent of this measure is to update state position titles by changing "private secretary" to "executive assistant" and "secretary" to "administrative assistant", where applicable.
Your Committees received testimony in support of this measure from the Department of Human Resources Development and Hawaii State Public Library System.
Your Committees find that state position titles in the public and private sectors need to be updated to more contemporary position titles. The position titles secretary and private secretary are outdated and need to be updated to align with prevailing industry standards and enhance their ability to attract and retain qualified employees. This measure will ensure that state positions reflect contemporary terminology, support recruitment efforts, and promote clarity across all branches of government.
As affirmed by the records of votes of the members of your Committees on Labor and Technology and Government Operations that are attached to this report, your Committees are in accord with the intent and purpose of S.B. No. 3131 and recommend that it pass Second Reading and be referred to your Committee on Judiciary.
