Your Committee on Public Safety, to which was referred S.B. No. 3118, S.D. 1, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO THE INTERSTATE COMPACT ON EDUCATIONAL OPPORTUNITY FOR MILITARY CHILDREN,"

begs leave to report as follows:

The purpose of this measure is to update references to the United States Code in the Interstate Compact on Educational Opportunity for Military Children.

Your Committee received testimony in support of this measure from the United States Office of the Assistant Secretary of War; Department of Education; and Military and Community Relations Office.

Your Committee finds that the Interstate Compact on Educational Opportunity for Military Children is a historic agreement designed to remove barriers to educational success for military-connected students. The Compact's effectiveness relies on uniformity across all jurisdictions. Your Committee further finds that this measure ensures that the state statute is technically accurate and consistent with the standards followed by every other state and the Department of Defense Education Activity.

Your Committee has amended this measure by changing its effective date to upon its approval.

As affirmed by the record of votes of the members of your Committee on Public Safety that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 3118, S.D. 1, H.D. 1, as amended herein, and recommends that it be referred to your Committee on Judiciary & Hawaiian Affairs in the form attached hereto as S.B. No. 3118, S.D. 1, H.D. 2.
