Your Committee on Transportation, to which was referred S.B. No. 3102 entitled:
"A BILL FOR AN ACT RELATING TO PORT PILOTAGE,"
begs leave to report as follows:
The purpose and intent of this measure is to clarify the consulting role and responsibilities of the Department of Transportation in the Department of Commerce and Consumer Affairs' development and implementation of pilot licensure standards, requirements, and criteria.
Your Committee received testimony in support of this measure from the Department of Commerce and Consumer Affairs; Department of Transportation; Matson Navigation Company, Inc.; The Maritime Group; Hawaiʻi Harbors Users Group; and Hawaii Pilots Association.
Your Committee finds that the Department of Transportation is responsible for managing the State's commercial ports and is best-positioned to guide the development and implementation of port pilot licensure requirements. Incorporating the expertise of the Department of Transportation in the port pilotage licensure process administered by the Department of Commerce and Consumer Affairs will promote uniformity, safety, and consistency in the regulation of port pilotage. This measure will ensure that there is an adequate number of well-qualified port pilots to support the safe navigation of vessels in the State's commercial ports.
Your Committee has amended this measure by making technical, nonsubstantive amendments for the purposes of clarity and consistency.
As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 3102, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 3102, S.D. 1, and be referred to your Committee on Commerce and Consumer Protection.
