Madame:

 

     Your Committee on Economic Development & Technology, to which was referred S.B. No. 3085, S.D. 2, entitled:

 

"A BILL FOR AN ACT RELATING TO THE HAWAII FILM STUDIO,"

 

begs leave to report as follows:

 

     The purpose of this measure is to provide an exemption to dispositions of lands set aside for filming and film studio operation from prior approval of the Board of Land and Natural Resources, subject to repeal on June 30, 2030, if the Hawaii Film Studio has not changed locations as of that date.

 

     Your Committee received testimony in support of this measure from the Department of Land and Natural Resources; Department of Business, Economic Development, and Tourism; Creative Industries Division of the Department of Business, Economic Development, and Tourism; IATSE Local 665; Kapolei Chamber of Commerce; Hawaiʻi Film Alliance; Hawaii Teamsters Local 996; and three individuals.

 

     Your Committee finds that the Hawaii Film Studio is a state-owned and operated film and television production facility managed by the Hawaii Film Office.  Your Committee further finds that the Hawaii Film Office is currently required to get approval from the Board of Land and Natural Resources each time the Studio takes on a new tenant.  Your Committee recognizes that this adds to the workload of the Board of Land and Natural Resources and leads to production delays.  This measure streamlines this administrative process, which will help protect the State's existing investments in the film industry and allow the Hawaii Film Studio to function as intended.

 

     Your Committee has amended this measure by:

 

     (1)  Changing its effective date to July 1, 3000, to encourage further discussion; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Economic Development & Technology that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 3085, S.D. 2, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 3085, S.D. 2, H.D. 1, and be referred to your Committee on Water & Land.
