Sir:

 

     Your Committee on Ways and Means, to which was referred S.B. No. 3069, S.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO CIVIL SERVICE EXEMPT POSITIONS WITHIN THE DEPARTMENT OF ACCOUNTING AND GENERAL SERVICES,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to exempt from the state civil service law, certain positions within the Public Works Division Special Project Branch and the Comptroller's Office of the Department of Accounting and General Services.

 

     Your Committee received written comments in support of this measure from the Department of Business, Economic Development, and  Tourism; Department of Accounting and General Services; Hawaii Community Development Authority; and Stadium Authority.

 

     Your Committee received written comments in opposition to this measure from the Hawaii Government Employees Association.

 

     Your Committee finds that complex, upcoming projects, including the New Aloha Stadium Entertainment District and the relocation of the Oahu Community Correctional Center, will require the Department of Accounting and General Services to employ personnel having highly specialized and technical expertise.  Your Committee believes that exempting certain positions from the state civil service law, as proposed in the measure, will allow the State the flexibility to offer the competitive salaries necessary to attract and retain qualified individuals for these projects.

 

     As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 3069, S.D. 1, and recommends that it pass Third Reading.
