Sir:

 

     Your Committees on Water, Land, Culture and the Arts and Government Operations, to which was referred S.B. No. 3067 entitled:

 

"A BILL FOR AN ACT RELATING TO RECORDS,"

 

beg leave to report as follows:

 

     The purpose and intent of this measure is to:

 

     (1)  Remove outdated requirements and formats for plans filed with the registrar's office;

 

     (2)  Update permissible drawing scales used in plans;

 

     (3)  Clarify that statutory filing fees are set pursuant to the rules adopted by the Department of Accounting and General Services;

 

     (4)  Repeal the obsolete term "blueprint"; and

 

     (5)  Authorize the Department of Accounting and General Services to approve the format of plans.

 

     Your Committees received testimony in support of this measure from the Department of Accounting and General Services and one individual.

 

     Your Committees find that ensuring requirements, drawing scales, and terminology are up-to-date and expanding the Department of Accounting and General Services' authorization to approve plan formats is essential to the Department's ability to perform its responsibilities.  Your Committees believe that these housekeeping amendments to existing law are needed to remove outdated requirements, update the fee schedule, and grant additional discretion to the Department of Accounting and General Services.  This measure will therefore enhance efficiency, improve flexibility, and modernize operations within the Department of Accounting and General Services.

 

     As affirmed by the records of votes of the members of your Committees on Water, Land, Culture and the Arts and Government Operations that are attached to this report, your Committees are in accord with the intent and purpose of S.B. No. 3067 and recommend that it pass Second Reading and be referred to your Committee on Judiciary.
