STAND. COM. REP. NO. 3072
Honolulu, Hawaii
RE: S.B. No. 3067
S.D. 1
Honorable Ronald D. Kouchi
President of the Senate
Thirty-Third State Legislature
Regular Session of 2026
State of Hawaii
Sir:
Your Committee on Judiciary, to which was referred S.B. No. 3067 entitled:
"A BILL FOR AN ACT RELATING TO RECORDS,"
begs leave to report as follows:
The purpose and intent of this measure is to:
(1) Remove outdated requirements and formats for plans filed with the registrar's office;
(2) Update permissible drawing scales used in plans;
(3) Clarify that statutory filing fees are set pursuant to the rules adopted by the Department of Accounting and General Services;
(4) Repeal obsolete terms such as "blueprint"; and
(5) Authorize the Department of Accounting and General Services to approve the format of plans.
Your Committee received testimony in support of this measure from the Department of Accounting and General Services.
Your Committee finds that advancements in professional practices and evolutions in technology have led certain provisions of the state law relating to the Bureau of Conveyances and recording to become obsolete. Blueprints and the blueprinting process, for example, are referenced repeatedly in statute but have been replaced with digital copies. Modernizing outdated statutory references and requirements will minimize costs to the public, facilitate faster reviews and approvals, and ensure flexibility as technology develops. This measure supports critical housekeeping amendments to modernize operations and enhance efficiency within the Department of Accounting and General Services.
Your Committee has
amended this measure by making technical, nonsubstantive amendments for the purposes of clarity and
consistency.
As affirmed by the record of votes of the members of your Committee on Judiciary that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 3067, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 3067, S.D. 1.
Respectfully submitted on behalf of the members of the Committee on Judiciary,
|
