Your Committee on Finance, to which was referred S.B. No. 3063, S.D. 1, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO DEPARTMENT OF EDUCATION PROCUREMENT,"

begs leave to report as follows:

The purpose of this measure is to exempt from the Hawaii Public Procurement Code procurements by the Department of Education of any amount of local edible produce and packaged food products that cost no more than five percent more than non-local alternatives.

Your Committee received testimony in support of this measure from the Department of Education; Hawaiʻi Farm Bureau; Hawaiʻi Food+ Policy; Hawaiʻi Farmers Union United; Agriculture Stewardship Hawaiʻi; and one individual. Your Committee received comments on this measure from the State Procurement Office.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 3063, S.D. 1, H.D. 1, and recommends that it pass Third Reading.
