Madame:

 

     Your Committee on Education, to which was referred S.B. No. 3063, S.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO DEPARTMENT OF EDUCATION PROCUREMENT,"

 

begs leave to report as follows:

 

     The purpose of this measure is to exempt from the requirement to conduct procurement through an electronic system, the procurement of local edible produce and packaged food products for the Department of Education that cost no more than five percent more than non-local alternative food products.

 

     Your Committee received testimony in support of this measure from the Department of Education; Agribusiness Development Corporation; Hawaiʻi Farm Bureau; Hawaiʻi Farmers Union United; and Hawaiʻi ʻUlu Cooperative.  Your Committee received comments on this measure from the State Procurement Office.

 

     Your Committee finds that the Department of Education is mandated to provide at least thirty percent locally sourced foods to Hawaii's public schools by 2030.  Your Committee notes that locally produced food may carry slightly higher upfront costs due to the State's scale, labor, and input expenses.  This measure streamlines the procurement of local food products for school meals only when the products cost no more than five percent above comparable non-local alternatives.

 

     Your Committee has amended this measure by:

 

     (1)  Changing the effective date to July 1, 3000; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 3063, S.D. 1, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 3063, S.D. 1, H.D. 1, and be referred to your Committee on Finance.
