Sir:

 

     Your Committee on Health and Human Services, to which was referred S.B. No. 3045 entitled:

 

"A BILL FOR AN ACT RELATING TO HEALTH INSURANCE,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to require all health insurers in the State, including Medicaid managed care programs, to cover the cost of continuous glucose monitors and related supplies under certain conditions.

 

     Your Committee received testimony in support of this measure from the Department of Human Services, State Health Planning and Development Agency, Hawaii Medical Association, American Diabetes Association, Hawaii Healthcare Taskforce, Mohala Health, Hilo Benioff Medical Center Foundation, and four individuals.

 

     Your Committee received comments on this measure from the Department of Commerce and Consumer Affairs, Kaiser Permanente Hawaii, Hawaii Medical Service Association, Hawaii Association of Health Plans, and Hawaiʻi Primary Care Association.

 

     Your Committee finds that type two diabetes is a significant driver of preventable health care costs in the State, particularly in rural, neighbor island, and medically underserved communities where access to consistent outpatient management and specialty care is limited.  Your Committee further finds that continuous glucose monitors (CGMs) are an evidence-based diabetes management technology that provide real-time glucose data, supports earlier clinical intervention, and improves glycemic control.  Your Committee also finds that inconsistent insurance coverage for CGMs creates inefficiencies in care delivery and increases the likelihood of higher-cost interventions.  This measure requires health insurance coverage for CGMs across health plans, including Medicaid managed care programs, to promote predictable benefits, reduce administrative burden, and support uniform clinical practice.

 

     Your Committee has amended this measure by:

 

     (1)  Inserting an effective date of January 30, 2050, to encourage further discussion; and

 

     (2)  Making a technical, nonsubstantive amendment for the purposes of clarity and consistency.

 

     As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 3045, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 3045, S.D. 1, and be referred to your Committee on Commerce and Consumer Protection.
