Madame:

 

     Your Committees on Health and Human Services & Homelessness, to which was referred S.B. No. 3045, S.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO HEALTH INSURANCE,"

 

beg leave to report as follows:

 

     The purpose of this measure is to require all health insurers in the State, including Medicaid managed care programs, to cover the cost of continuous glucose monitors.  

 

     Your Committees received testimony in support of this measure from the Department of Human Services; State Health Planning and Development Agency; Disability and Communication Access Board; Hilo Benioff Medical Center; Hawaiʻi State Rural Health Association; Hawaii Medical Association; and five individuals.  Your Committees received comments on this measure from the Department of Commerce and Consumer Affairs; Office of the Auditor; Hawaii Primary Care Association; Hawaii Association of Health Plans; and Hawaii Medical Service Association.

 

     Your Committees find Type 2 diabetes is a significant driver of preventable health care costs and poorly controlled diabetes contributes to avoidable emergency room visits, hospitalizations, and long-term complications that place significant strain on the State's health care systems.  Your Committees further find that continuous glucose monitors are an evidence-based diabetes management technology that provide real time glucose data to help prevent dangerous highs and lows, reduce emergency room visits, and support long term health.  Your Committees believe that standardizing coverage requirements for continuous glucose monitors across all health plans, including Medicaid managed care programs, will significantly improve the health outcomes for Hawaii's diabetic residents, reduce administrative burdens, and support uniform clinical practice.

 

     Your Committees have amended this measure by:

 

     (1)  Deleting language establishing a minimum monthly benefit amount; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the records of votes of the members of your Committees on Health and Human Services & Homelessness that are attached to this report, your Committees are in accord with the intent and purpose of S.B. No. 3045, S.D. 1, as amended herein, and recommend that it pass Second Reading in the form attached hereto as S.B. No. 3045, S.D. 1, H.D. 1, and be referred to your Committee on Consumer Protection & Commerce.
