Madame:

 

     Your Committee on Finance, to which was referred S.B. No. 3007, S.D. 2, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO CULTURE AND ARTS,"

 

begs leave to report as follows:

 

     The purpose of this measure is to:

 

     (1)  Establish and appropriate funds for the Office of Community Culture and Innovation, within the Department of Business, Economic Development, and Tourism for administrative purposes only, to develop, execute, or assist with projects, programs, or improvements that improve or add value to communities, culture, and quality of life;

 

     (2)  Require annual reports to the Legislature;

 

     (3)  Appropriate funds for an Executive Director position and Specialist position within the Office of Community Culture and Innovation; and

 

     (4)  Establish the Community and Cultural Partnerships Program to enhance culture, stimulate social and economic activity, create positive change, and serve as a template for improvements, in various communities.

 

     Your Committee received testimony in support of this measure from the Department of Business, Economic Development, and Tourism; Creative Industries Division of the Department of Business, Economic Development, and Tourism; and Office of the Mayor of the City and County of Honolulu.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 3007, S.D. 2, H.D. 1, and recommends that it pass Third Reading.
