Sir:
Your Committee on Ways and Means, to which was referred S.B. No. 2930, S.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO THE STATE RISK MANAGEMENT REVOLVING FUND,"
begs leave to report as follows:
The purpose and intent of this measure is to increase the expenditure ceiling and appropriate funds out of the risk management revolving fund to provide for the transfer and distribution of property and liability insurance proceeds related to the 2023 Maui wildfires.
This measure also requires the Department of Accounting and General Services to submit a master coordinated project spreadsheet to the Legislature.
Your Committee received written comments in support of this measure from the Office of the Governor; Department of Accounting and General Services; County of Maui; Hawaii Laborers and Employers Cooperation and Education Trust; Operating Engineers Local 3; International Union of Painters and Allied Trades, District Council 50; Lahaina Strong; and seven individuals.
Your Committee received written comments on this measure from Aloha Independent Living Hawaii.
Your Committee finds that utilizing insurance proceeds to rebuild state facilities is critical to support Maui's long-term recovery from the damages caused by the 2023 wildfires.
Your Committee has amended this measure by:
(1) Replacing the existing appropriation with specific appropriations for:
(A) The King
Kamehameha III Elementary School;
(B) The
King Kamehameha III Elementary School Roadway;
(C) David
Malo Circle and Piilani homes;
(D) The
Lahaina Small Boat Harbor; and
(E) The
Lahaina Public Library; and
(2) Providing that the moneys appropriated for a project shall not be made available for expenditure until funding for the entire cost of the respective project has been made available, as determined by the Comptroller.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 2930, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 2930, S.D. 2.
