Madame:

 

     Your Committee on Finance, to which was referred S.B. No. 2930, S.D. 2, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO THE STATE RISK MANAGEMENT REVOLVING FUND,"

 

begs leave to report as follows:

 

     The purpose of this measure is to:

 

     (1)  Increase the expenditure ceiling and appropriate funds out of the State Risk Management Revolving Fund to transfer and distribute property and liability insurance proceeds related to the 2023 Maui wildfires to applicable accounts;

 

     (2)  Require the Department of Accounting and General Services to submit to the Legislature a master coordinated project spreadsheet developed in collaboration with certain state agencies, the County of Maui, and other relevant entities to allow for meaningful and coordinated rebuilding of Lahaina; and

 

     (3)  Make appropriated funds available for expenditure only when funding for the entire cost of the project is made available.

 

     Your Committee received testimony in support of this measure from the Office of the Governor; Department of Accounting and General Services; Office of the Mayor of the County of Maui; four members of the Maui County Council; Maui Chamber of Commerce; Hawaii Regional Council of Carpenters; Hawaii Laborers & Employers Cooperation and Education Trust; Dowling Company, Inc.; International Union of Painters and Allied Trades, District Council 50; International Brotherhood of Electrical Workers Local Union 1186; West Maui Taxpayers' Association; International Longshore & Warehouse Union Local 142 Maui Division; Ola Maui; and five individuals.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 2930, S.D. 2, H.D. 1, and recommends that it pass Third Reading.
