Madame:

 

     Your Committee on Labor, to which was referred S.B. No. 2930, S.D. 2, entitled:

 

"A BILL FOR AN ACT RELATING TO THE STATE RISK MANAGEMENT REVOLVING FUND,"

 

begs leave to report as follows:

 

     The purpose of this measure is to:

 

     (1)  Increase the expenditure ceiling and appropriate funds out of the State Risk Management Revolving Fund to provide for the transfer and distribution of property and liability insurance proceeds related to the 2023 Maui wildfires;

 

     (2)  Requires the Department of Accounting and General Services to submit a master coordinated project spreadsheet to the Legislature; and

 

     (3)  Require full funding for the projects for which funds are appropriated to be available before expenditure.

 

     Your Committee received testimony in support of this measure from the Office of the Governor; Department of Accounting and General Services; two members of the Maui County Council; International Longshore Warehouse Union Local 142 Maui Division; International Union of Painters and Allied Trades District Council 50; Hawaii Regional Council of Carpenters; Maui Chamber of Commerce; and one individual.

 

     Your Committee finds that the State has received significant property and liability insurance proceeds as a result of losses to state facilities and infrastructure caused by the 2023 Maui wildfires, but existing expenditure limits restrict the timely use of those funds for recovery and rebuilding efforts in Lahaina.  Rebuilding efforts involve multiple state agencies, the County of Maui, and private entities, and without coordinated planning, recovery efforts risk proceeding in silos, resulting in duplication, delays, and inefficient use of limited resources.  This measure will promote transparency, interagency coordination, and the efficient use of insurance proceeds to accelerate the comprehensive rebuilding of critical state facilities and infrastructure in Lahaina.

 

     Your Committee has amended this measure by:

 

     (1)  Changing the effective date to July 1, 3000, to encourage further discussion; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Labor that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 2930, S.D. 2, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 2930, S.D. 2, H.D. 1, and be referred to your Committee on Finance.
