Sir:

 

     Your Committee on Ways and Means, to which was referred S.B. No. 2929, S.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO PUBLIC NOTICE,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to require, as a pilot project, each county having a population between 100,000 and 175,000 to publish all county-wide public notices in an electronic format.

 

     Your Committee received written comments in support of this measure from the Office of the Mayor of the County of Maui and one individual.

 

     Your Committee received written comments on this measure from the Office of Information Practices and State Procurement Office.

 

     Your Committee finds that the existing statutory requirements for publishing public notices in newspapers of general circulation are outdated and are not the most efficient means of keeping the public informed.  Your Committee believes that facilitating the dissemination of electronic public notices will help streamline and modernize government communication.

 

     As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 2929, S.D. 1, and recommends that it pass Third Reading.
