Sir:
Your Committee on Ways and Means, to which was referred S.B. No. 2892, S.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO FERAL CHICKENS,"
begs leave to report as follows:
The purpose and intent of this measure is to appropriate moneys to each county of the State to facilitate the collection of feral chickens that have already been captured.
Your Committee received written comments in support of this measure from the Department of Health, City and County of Honolulu Department of Customer Services, and Hawaii Farm Bureau.
Your Committee finds that feral chickens have become a persistent and growing nuisance in many communities across the State, particularly in residential areas. Residents complain that the feral chickens make excessive noise, raise sanitation concerns, attract other pests, and negatively impact residents' quality of life. Your Committee also notes that feral chickens may carry and transmit diseases that are harmful to the public and damaging to the environment. Accordingly, your Committee believes that this measure will help mitigate these concerns by providing funding to the counties for the safe and humane reduction of feral chicken populations.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 2892, S.D. 1, and recommends that it pass Third Reading.
