Sir:

 

     Your Committee on Judiciary, to which was referred S.B. No. 2667, S.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO TRANSPORTATION,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to:

 

     (1)  Restrict motor vehicles that tow a motor vehicle or trailer from the far left lane on roads with three or more lanes going in the same direction with exemptions;

 

     (2)  Specify penalties for restricted motor vehicles that drive in the far left lane on roads with three or more lanes moving in the same direction; and

 

     (3)  Apply restrictions and penalties to a county with a population of five hundred thousand or more.

 

     Your Committee received testimony in support of this measure from the Department of Transportation, Hawaii Transportation Association, and one individual.

 

     Your Committee finds that in high-density traffic corridors, efficient lane discipline is critical to maintaining traffic throughput, minimizing bottlenecks, and improving roadway safety.  When vehicles towing trailers or operating as heavier commercial combinations occupy the far left lane without maintaining prevailing traffic speed, they create rolling roadblocks that disrupt traffic flow, increase unsafe lane changes, and contribute to congestion and rear-end collision risks.  This measure will promote proper lane discipline without creating operational restrictions to promote safer and more efficient roadways.

 

     As affirmed by the record of votes of the members of your Committee on Judiciary that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 2667, S.D. 1, and recommends that it pass Third Reading.
