Sir:
Your Committee on Judiciary, to which was referred S.B. No. 2665, S.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO RENEWAL OF DRIVER'S LICENSES,"
begs leave to report as follows:
The purpose and intent of this measure is to require applicants for driver's license renewal who have received a traffic citation or infraction within the previous five years to complete an educational course that includes a road safety video developed by the Department of Transportation and a written road safety examination.
Your Committee received testimony in support of this measure from the Department of Transportation and two individuals.
Your Committee received testimony in opposition to this measure from one individual.
Your Committee received comments on this measure from the Department of Customer Services of the City and County of Honolulu and one individual.
Your Committee finds that drivers with recent traffic citations would benefit from additional education and awareness of traffic laws and safe driving practices. Requiring these drivers to complete an educational course would reinforce safe driving practices and reduce repeat offenses. This measure will promote ongoing driver education and improve road safety.
Your Committee has amended this measure by:
(1) Specifying that an applicant for driver's license renewal shall be required to undergo reexamination if the applicant received a moving violation within the previous five years from the date that the applicant files for renewal; and
(2) Inserting a definition of "moving violation".
As affirmed by the record of votes of the members of your Committee on Judiciary that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 2665, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 2665, S.D. 2.
