Your Committee on Transportation, to which was referred S.B. No. 2665 entitled:
"A BILL FOR AN ACT RELATING TO RENEWAL OF DRIVER'S LICENSES,"
begs leave to report as follows:
The purpose and intent of this measure is to require applicants for driver's license renewal who have received a traffic citation or infraction within the previous five years to complete an education course that includes a road safety video developed by the Department of Transportation and a written road safety examination.
Your Committee received testimony in support of this measure from the Department of Transportation and three individuals.
Your Committee received testimony in opposition to this measure from the Office of the Public Defender.
Your Committee received comments on this measure from the Department of Customer Services of the City and County of Honolulu and one individual.
Your Committee finds that it is critical to ensure that drivers remain informed about current traffic laws and safety practices, particularly those who may have recently violated them. Your Committee further finds that requiring certain applicants to complete an education course will promote responsible driving and reduce repeat offenses. This measure will enhance road safety and reduce traffic violations through targeted education and accountability by requiring certain applicants for driver's license renewal to complete a road safety education course.
Your Committee notes the concern raised by the Department of Customer Services of the City and County of Honolulu that more time is needed to initiate communications and coordination efforts across state and county agencies.
Accordingly, your Committee has amended this measure by inserting an effective date of July 1, 2027, to provide state and county agencies with the requisite time to implement necessary administrative procedures and updates.
As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 2665, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 2665, S.D. 1, and be referred to your Committee on Judiciary.
