Madame:

 

     Your Committee on Transportation, to which was referred S.B. No. 2665, S.D. 2, entitled:

 

"A BILL FOR AN ACT RELATING TO RENEWAL OF DRIVER'S LICENSES,"

 

begs leave to report as follows:

 

     The purpose of this measure is to require applicants for driver's license renewal who have received a moving violation within the previous five years to complete an educational course that includes a road safety video developed by the Department of Transportation and a written road safety examination.

 

     Your Committee received testimony in support of this measure from the Department of Transportation and one individual.  Your Committee received testimony in opposition to this measure from the Office of the Public Defender.  Your Committee received comments on this measure from the Department of the Attorney General and Department of Customer Services of the City and County of Honolulu.

 

     Your Committee finds that traffic safety remains a significant concern in Hawaii, as traffic citations can indicate risky driving behaviors that increase the likelihood of motor vehicle collisions and injuries.  Your Committee further finds that with the passage of time drivers may not always remain aware of changes to traffic laws or best practices for safe driving.  By requiring applicants who have received traffic citations for violations involving the operation of a motor vehicle within the previous five years to complete an educational course that includes a road safety video and written examination developed by the Department of Transportation, this measure promotes continued driver education and reinforces knowledge of traffic laws.

 

     Your Committee has amended this measure by:

 

     (1)  Clarifying that applicants for driver's license renewal who have received two or more traffic citations within the preceding five years for violations involving the operation of a motor vehicle shall be required to complete an educational course;

 

     (2)  Deleting the definition for "moving violation";

 

     (3)  Changing the effective date to July 1, 3000, to encourage further discussion; and

 

     (4)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     Your Committee notes the request by the Department of Customer Services of the City and County of Honolulu that the effective date for this measure be delayed until January 1, 2028, to allow adequate time for implementation.

 

     As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 2665, S.D. 2, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 2665, S.D. 2, H.D. 1, and be referred to your Committee on Judiciary & Hawaiian Affairs.
