Sir:
Your Committee on Commerce and Consumer Protection, to which was referred S.B. No. 2623, S.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO LICENSING,"
begs leave to report as follows:
The purpose and intent of this measure is to:
(1) Authorize the Board of Pharmacy to renew certificates of registration for registered pharmacy technicians; and
(2) Clarify renewal requirements and restoration provisions for certificates of registration.
Your Committee received testimony in support of this measure from the Board of Pharmacy, Walgreen Co., Hawaii Pharmacists Association, and one individual.
Your Committee finds that under existing law, all pharmacy technician registrations terminate on December 31 of each odd‑numbered year, necessitating more than two thousand simultaneous re-registrations. This measure would streamline the pharmacy technician registration process, supporting recruitment, retention, and compliance for pharmacy technician professionals.
Your Committee has amended this measure by clarifying that the Board of Pharmacy shall not require proof of continuing education to restore a certificate of registration for a pharmacy technician.
As affirmed by the record of votes of the members of your Committee on Commerce and Consumer Protection that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 2623, S.D. 1, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 2623, S.D. 2, and be placed on the calendar for Third Reading.
