Madame:

 

     Your Committee on Consumer Protection & Commerce, to which was referred S.B. No. 2623, S.D. 2, entitled:

 

"A BILL FOR AN ACT RELATING TO LICENSING,"

 

begs leave to report as follows:

 

     The purpose of this measure is to modify the regulatory framework for pharmacy technicians by allowing pharmacy technicians to renew their registrations, rather than requiring termination and simultaneous re-registration every two years.

 

     Your Committee received testimony in support of this measure from the Board of Pharmacy; Walgreen Co.; Hawaiʻi Pharmacists Association; Kaiser Permanente Hawaiʻi; and one individual.

 

     Your Committee finds that Act 93, Session Laws of Hawaii 2025 (Act 93), established registration requirements for pharmacy technicians.  Under Act 93, the registration for a pharmacy technician is valid for a two-year period and lapses at the end of the period, requiring pharmacy technicians to re-register for the next two-year period.  Such a process creates unnecessary paperwork and administrative burden.  This measure streamlines the regulatory process by allowing pharmacy technicians to renew their registrations, rather than requiring them to re-register.

 

     Your Committee has amended this measure by:

 

     (1)  Specifying that registered pharmacy technicians must be at least sixteen years of age;

 

     (2)  Clarifying when registered pharmacy technicians are authorized to administer vaccinations;

 

     (3)  Specifying that a certificate of registration shall be forfeited for a pharmacy technician's failure to pay the renewal fee;

 

     (4)  Changing the effective date to July 1, 3000, to encourage further discussion; and

 

     (5)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Consumer Protection & Commerce that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 2623, S.D. 2, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 2623, S.D. 2, H.D. 1, and be placed on the calendar for Third Reading.
