Sir and Madam:

 

     Your Committee on Conference on the disagreeing vote of the Senate to the amendments proposed by the House of Representatives in S.B. No. 2623, S.D. 2, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO LICENSING,"

 

having met, and after full and free discussion, has agreed to recommend and does recommend to the respective Houses the final passage of this bill in an amended form.

 

     The purpose of this measure is to:

 

     (1)  Specify that registered pharmacy technicians must be at least sixteen years old;

 

     (2)  Clarify when registered pharmacy technicians are authorized to administer vaccinations;

 

     (3)  Authorize the Board of Pharmacy to renew certificates of registration for registered pharmacy technicians; and

 

     (4)  Clarify renewal requirements and forfeiture and restoration provisions for certificates of registration.

 

     Your Committee on Conference finds that under existing law, all pharmacy technician registrations terminate on December 31 of each odd-numbered year, requiring pharmacy technicians to re-register for the next two-year period.  This process creates additional administrative burdens for pharmacy technicians and the Board of Pharmacy.  This measure clarifies the requirements for registration and streamlines the regulatory process by allowing the Board to renew pharmacy technician registrations.

 

     Your Committee on Conference has amended this measure by:

 

     (1)  Inserting language to clarify that a registered pharmacy technician shall be at least eighteen years of age to administer a vaccination;

 

     (2)  Making it effective upon its approval; and

 

     (3)  Making a technical, nonsubstantive amendment for the purposes of clarity and consistency.

 

     As affirmed by the record of votes of the managers of your Committee on Conference that is attached to this report, your Committee on Conference is in accord with the intent and purpose of S.B. No. 2623, S.D. 2, H.D. 1, as amended herein, and recommends that it pass Final Reading in the form attached hereto as S.B. No. 2623, S.D. 2, H.D. 1, C.D. 1.
