Madame:

 

     Your Committee on Labor, to which was referred S.B. No. 2593, S.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO THE LAW ENFORCEMENT STANDARDS BOARD,"

 

begs leave to report as follows:

 

     The purpose of this measure is to exempt certain positions of the Law Enforcement Standards Board from the State's civil service law and collective bargaining requirements.

 

     Your Committee received testimony in support of this measure from the Law Enforcement Standards Board.  Your Committee received testimony in opposition to this measure from the Hawaii Government Employees Association, AFSCME Local 152, AFL-CIO.

 

     Your Committee finds that the Law Enforcement Standards Board is responsible for significant statewide functions, including certifying law enforcement officers, setting minimum employment and training standards, and enforcing certification requirements.  Despite these extensive responsibilities, the Board currently operates with only one full‑time employee, making it impossible to meet its statutory mandates without expanding staffing capacity.  This measure will allow the Law Enforcement Standards Board to recruit specialized personnel more efficiently and support its ability to carry out its mission effectively.

 

     Your Committee has amended this measure by:

 

     (1)  Changing the effective date to July 1, 3000, to encourage further discussion; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Labor that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 2593, S.D. 1, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 2593, S.D. 1, H.D. 1, and be referred to your Committee on Judiciary & Hawaiian Affairs.
