Sir:
Your Committee on Public Safety and Military Affairs, to which was referred S.B. No. 2592 entitled:
"A BILL FOR AN ACT RELATING TO FIREARMS,"
begs leave to report as follows:
The purpose and intent of this measure is to require the Department of the Attorney General to publish, on the Department's public website, an annual report that compiles information on firearms, firearm-related deaths and injuries, and firearm violations.
Your Committee received testimony in support of this measure from the Hawaii Rifle Association, Hawaiʻi Firearms Coalition, and nine individuals.
Your Committee received testimony in opposition to this measure from twenty-four individuals.
Your Committee finds that incidents of firearm-inflicted harm, including from intentional acts of violence, unintentional discharge, and self-harm, pose a significant public health, safety, and welfare challenge to the State. To combat this challenge, gun laws and regulations must identify and accurately target areas of concern for legislative action.
Your Committee further finds, however, that the State lacks a comprehensive mechanism for compiling and reporting data on firearm-inflicted harm. This measure fills that gap by requiring the Department of the Attorney General to compile and publish, on its public website, a report on firearms and firearm-related incidents in the State.
Your Committee has amended this measure by:
(1) Inserting an effective date of July 1, 2050, to encourage further discussion; and
(2) Making technical, nonsubstantive amendments for the purposes of clarity and consistency.
As affirmed by the record of votes of the members of your Committee on Public Safety and Military Affairs that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 2592, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 2592, S.D. 1, and be referred to your Committees on Judiciary and Ways and Means.
