Madame:

 

     Your Committee on Finance, to which was referred S.B. No. 2557, S.D. 1, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO HOMELESSNESS,"

 

begs leave to report as follows:

 

     The purpose of this measure is to require the Statewide Office on Homelessness and Housing Solutions or its Coordinator on Homelessness to report annually on:

 

     (1)  The number of sheltered and unsheltered homeless individuals and on housing placement;

 

     (2)  Contracts and plans or proposals to enhance the Kauhale Project; and

 

     (3)  Actions and outcomes to coordinate with county, state, or federal agencies or private or nonprofit organizations to reduce the number of persons experiencing homelessness.

 

     Your Committee received testimony in support of this measure from the Statewide Health Planning and Development Agency; State Council on Mental Health; Policy Advisory Board for Elder Affairs; Ala Moana-Kakaʻako Neighborhood Board No. 11; Waikiki Neighborhood Board; Aloha Independent Living Hawaii; 50501 Hawaii; General Strike Hawaii; and two individuals.  Your Committee received comments on this measure from the Statewide Office on Homelessness and Housing Solutions and one individual.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 2557, S.D. 1, H.D. 1, and recommends that it pass Third Reading.
